The next stage of development was establishment of liaison department as recommended by Galbraith, particularly in engineering divisions of a construction organisation executing multi-projects with high level of technology. Its function was to handle cross functional transactions, the work and information flow, so that all departments work towards the same goal. It is a scale up concept of the project coordinator within a single department with its authority extending to the outer boundaries of a division. Presently, liaison departments are synonymous with project engineering or system engineering departments having the authority over the entire organisation.
