Health, Safety and Quality Orientation of Employees

The health of average worker is not very good in construction iixlustry due to long hours of strenuous work, low calorle intake, irregular food habit, etc. Health of worker is not only crucial for him but also for the members of his family. Employers should give first priority to health of the worker. Unhealthy work environment, poor cnndltion of work, coupled with long uneven hours of work affect the health of workers. The ESI Act, 1948 nlade it essential tor employer to stop unhealthy working conditions by providing cleanliness, proper disposal of wastes a ~ i d affluent. control of dust and fumes, control of over crowding, control of artif~cial huiniditication, adeyuate and proper arrangement of drinking water. latrine, urinals separately for males and temales.

Thc ESI Act, 1948 also restricts the spreadover of daily working hours to not more th'm 10: 1 hours. Some other provisions of the Act are working hours per week to not more than 48 hours, 112 hours compulsory break during 4th or 5th hour of work, one day off once a week. paid annual leave at the rate of 1 day for 20 days of work. There is also provision for rest rooms, lunch rooms, fac~llty for sitting for those who have to work while standing to reduce the element of fatigue and labour to a great extent.Good health is essential for good performance and higher productivity. Tllerefore, it is imperative that after ensuring the healthy working conditions, tlie health of the workers is to be protected and preserved against all type of hazardous operations at the place of work. Under various acts adequate provision are made to ensure Uie safety and security of the employees at the place of work.Under Building and Other Construction Workers (Regulation of Employiilent and Conditions of Service) Act, 1996, following are obligatory for any establishment wherein five hundred or more workers engaged in co~istruction woik are employed :

(a) To constitute a safety committee consisting of representatives of the employer and the workers provided that the number of persons representing the workers,should, in case, be less Ulan the persons representing the employer.

(b) Precautions to be taken in connection with the demc~lition of the whole or any substantial part of building or other structure under supervision of a comnpetent person and the avoidance of danger from collapse of any building or other structure.

(c)To ensure the safe handling or use of explosive under the ctmtrol of competent person.

(d) To ensure safeguarding of machinery by fencing and positioning them at safe place.

(e) To ensure the limits of weights to be lifted or moved by workers.

(f)To maintain the first aid facilities at the construction site.
